I have noticed that in this section, both order 0 and 29 are "all troop types".
Is there a difference that you can tell me for sure?
I mean, what reaction should I expect from troops with 11/0, and what from 11/29.(attack in reach, all troop types.)

I've never seen a difference. Most likely the 00 order is simply a default order.
